Pre-Award Actions

New and Competing continuation proposals

  • NIH R01, R21, R03 grant applications totaling less than $5 million in cumulative total costs, with no outgoing subawards, part-of accounts (POAs), or international components.
  • Subaward research grant proposals to other universities, hospitals, and other non-profit research institutes under NIH R01, R21 or R03 awards. This rule excludes proposals submitted to industry sponsors applying to these grant mechanisms. SBIR/STTR proposals must be reviewed by SPA.
  • Graduate student and postdoctoral fellowship applications to the sponsors listed below. We have made the determination that these sponsors can be included on the EP list based on the information available at this time. This list will continue to be a subject of frequent conversations between EPDs and SPA, which will result in additions of sponsors to the list or deletions due to sponsor’s changes in terms and conditions or operating principles. Should these sponsors change their application materials in between reviews such that we are required to accept the sponsor’s terms at the time of the proposal, the department should not proceed with the submission under EP and instead alert SPA to this change. SPA reserves the right to negotiate terms from these sponsors should an award be funded.

  • Damon Runyon Cancer Research Foundation
  • Helen Hay Whitney Foundation
  • Human Frontiers in Science Program
  • EMBO - Any “Acceptance Form” requires SPA signature.  This form is required to be submitted with the application materials for short term fellowships.
